英国继续放宽新冠限制 高校积极欢迎学生返校
Following the lifting of further Covid-19 restrictions in May, students studying at UK universities are now able to return to their studies in person. From 17 May, any remaining students in England were able to return to university, joining the rest of their peers across the UK who have already been invited back.
继英国在五月进一步取消新冠限制之后，就读英国大学的学生现在开始可以回归面授教学。自5月17日起，此前留在英格兰地区的所有学生均可返回大学校园，加入英国其他地区业已获邀返校学生的行列。
This important milestone in the UK’s Covid-19 recovery plan is part of the gradual easing of Covid restrictions that the UK government and devolved governments have put in place, supported by the progress made towards vaccinating the UK population. This is welcome news for Chinese students who have remained in the UK to continue their studies during the pandemic, and is also good news for students planning to travel to the UK for the next academic year.
这是英国新冠疫情复苏计划的一个重要里程碑，也是英国政府以及四个获得权力下放的地区政府逐步放宽新冠限制计划的一部分，这得益于英国在新冠疫苗接种方面取得的积极进展。对于疫情爆发以来一直留在英国继续学业的中国学生来说，这无疑是让人感到鼓舞的。同时，这对计划前往英国就读下一学年课程的学生也是一项利好消息。
In the UK, there has been a phased approach to allowing students back to university,
with students that required access to specialist facilities such as labs being initially prioritised. The return to university is being carefully managed and is underpinned by government guidance on appropriate Covid-19 measures such as mask wearing indoors and social distancing in communal spaces.
英国一直采取阶段性的方式安排学生返回大学校园，其中，优先返校的是课程内容必须使用诸如实验室等专业设施的学生。英国根据政府有关新冠防控措施的指引精心安排返校计划，这些措施包括在室内佩戴口罩、在公共空间保持社交距离等。

UK universities have done much more than switch to online learning – they have also supported students’ health and wellbeing during this time, for example by providing food parcels, hardship funding and wellbeing support.
英国大学的努力不仅体现在转为线上教学，他们还为学生在疫情期间的健康和福祉提供支持，例如提供食物包、助困资金和福祉支持等。

International education specialists IDP Connect have been monitoring student attitudes and motivations towards university study during the pandemic, through their International Student Crossroads Reports.

The IDP Connect survey showed that 72% of students found that the quality of
education delivered online was either above or at their expectations and that 71% found that they received expected or above expected support during their studies. The UK performed better than the average for overall happiness on students’ decision to commence their studies in either 2020 or 2021.

The gradual opening up of universities in the UK is a result of a decline in Covid cases, and the successful roll out of the UK government’s Covid-19 vaccination programme, with over 75% of the population having received a first dose, and with the aim for all adults to have been offered the vaccine by the end of July.
随着英国新冠病例数量递减，英国大学逐步重开。这也得益于英国政府大规模开展新冠疫苗接种项目的积极成效。目前，英国已有超过75%的人口接种了第一针，政府的目标是在七月底之前为所有成年人提供疫苗接种。
As the vaccination programme continues, the UK government is carefully monitoring the virus including new variants and their possible impact on further easing of lockdown measures. The continued commitment to vaccinate the UK population is an important factor in the recovery planning, and Chinese students arriving in the UK in the coming months will also be able to access vaccinations by registering with a local doctor when they arrive.
伴随疫苗接种的持续推进，英国政府正密切检测病毒的情况，包括变异病毒及其对下一步放松封锁措施的潜在影响。英国疫情复苏计划的一个重要因素是坚持对英国公众进行疫苗接种。对未来数月即将抵英的中国学生来说，他们只要在到埠后与当地医生进行注册，也将能够获取疫苗接种。

We are glad that Chinese students will be returning to universities across the UK this autumn to start or continue their studies, whether online, on-campus or a hybrid model. And I am delighted that the British Council continues to support students in China with accurate and up-to-date information on studying in the UK through our social media.”

As the UK government monitors the situation over the coming weeks, universities are preparing for the new semester in September, with a range of measures expected to be in place in order to welcome students. There are also arrivals procedures in place in the UK for all travellers, depending on which country they are travelling from and the Covid situation in that country – countries have been classified as ‘green’, ‘amber’, or ‘red’ with different arrival regulations.
英国政府将会密切关注未来数周的疫情变化，各所大学也在为九月新学期做准备，制定了多项措施迎接学生返校。同时，英国对所有入境人员制定了入境流程。根据入境人员出发地以及当地新冠疫情的情况，各国/地区被划分为“绿色”、“黄色”或“红色”，入境人员在抵达英国时需遵循相应的入境规定。
UUKi Director, Vivienne Stern, advises students holding an offer at a UK university to contact their chosen institution to find out the latest plans for the beginning of studies in September.

“Despite the challenging circumstances of the past year, UK universities are, as always, looking forward to welcoming new students to their campuses and cities in the new academic year. Chinese students planning to travel to the UK should also ensure to keep on top of the latest policies, both the UK and their home country, regarding travel to the UK to ensure they are well prepared”.
