不是得不偿失:be worth sth, gains outweigh losses, deserve it.

However, some people believe that the large amount of moneyallocated for maintaining the old buildings is worthwhile, not only because some of them are of great cultural and historical value,but due to their financial significance. Allocate sth for sth:分配、拨款的意思。这里用来替代spend这个词。显然花在传统建筑上的钱应该是政府拨款。
Not only because……but due to……:一共有两个原因,但为了词汇或句式的多样性,这里面我们用了两个“因为”(because后接句子,而due to后接一个词或短语)。
Be of great cultural and historical value: be of …value相当于形容词,相当于valuable的意思。
A place would lose its cultural identity without the traditional old structures:would是用来表示虚拟语气的,使句子听上去更委婉、严谨。特别是在学术性议论文中,大家应该多使用。lose its cultural identity是呼应中心句中的cultural and historical value。大家在写作中一定要注意自己的中心句,千万在论证时忘记了某个论点。
The financial cost is apparently not the issue:这种结论是对于题目本身(too much money has been spent)在概念上的推翻。我们不一定要“顺着”题目说。
In my opinion, there are two kinds of old buildings to be considered,based on what has been discussed above. Those that are neitherpractical nor culturally and financially valuable should be replaced by modern buildings; while the ones from which we can still benefit must not be ‘thrown out with the bath water’.
Neither…nor…:这个短语我们都会,但很少有人使用,很是浪费。并不一定每次都是“not only…, but also…”。
‘thrown out with the bath water’:这个加引号的地方来自于“throw the baby out with the bath water”。它的意思是“因噎废食”或“把有用的部分和糟粕的本部分一起扔掉”。文章里作者把有用的old buildings比喻成“baby”,即不应被抛弃的部分。
