最近打开留学公众号、小红书、知乎，铺天盖地都在说"Common App 27 Fall 上线 AI 风控，三大硬规则、提交前必须勾选 AI 声明"。这些信息里有真有假。
我们的团队今天做了一件事：把 Common App 官方原文、各大高校官网、第三方分析（包括 GradPilot 等独立研究机构）逐条过了一遍。
事实是这样的：

最关键的一点：Common App Fraud Policy 中关于 AI 的核心条款 2023 年 8 月就已生效——这次 27 Fall 不是"新政"，而是"老规则继续生效，并且执行端更严"。
Common Application, Inc. 于 2023 年 8 月更新了《Fraud Policy》，并在第 3 条欺诈情形中纳入了 AI：
第三条（原文翻译）
提交剽窃的文书或其他书面 / 口头材料，或将有以下来源的内容故意冒充为自己的原创作品：(1) 另一人的思想、语言、想法、表达或经历；或 (2) 任何人工智能平台、技术或算法生成的实质性内容或输出。
原文："Submitting plagiarized essays or other written or oral material, or intentionally misrepresenting as one's own original work: (1) another person's thoughts, language, ideas, expressions, or experiences or (2) the substantive content or output of an artificial intelligence platform, technology, or algorithm."

注意三个关键词：
这条政策 2023 年 8 月就在，27 Fall 仍在生效——它不是 2026 年的"新规"，但它的执行力度今年会更严。
中文媒体和营销号普遍传播的"Common App 系统自动 AI 检测 / 风格比对 / 强制勾选声明"——目前没有可靠信源支持这些说法。
更关键的，是 Common App 自己在公开场合的两个直接表态：
① Common App CEO Jenny Rickard 2023.10 接受 CalMatters 采访时的邮件回复原文（CalMatters, 2023.10.04 报道）
"What does 'substantive' mean? Common App's CEO, Jenny Rickard, said there's no definition, and that's intentional, writing in an email that 'we will evaluate the totality of the circumstances to determine if a student truly intended to misrepresent content generated by AI technology as their own work.'"
"'Common App doesn't determine whether students are being honest — that's up to the member colleges to figure out. But if Common App concludes that a student plagiarized, that student's account may be terminated and Common App will notify the campuses to which the student applied,' Rickard wrote."

Common App does not validate applications for accuracy or authenticity, and we don't use AI detection software. Each college reviews applications based on their own policies.
Common App does investigate allegations of fraud — including plagiarism or AI-generated content — in line with our updated fraud policy from 2023 which you have screenshot here. Applicants must affirm their information is true and their own work when they submit. More information on our fraud policy can be found on our website."

GradPilot（独立政策分析机构）也佐证："The Common App does not run an AI detector on your application — detection is a school-level decision."
结论：Common App 平台层只做"接收投诉 → 启动调查 → 裁决后通报"三件事，不主动检测、不主动审核、不强制勾选。把"AI 风控"说成"CA 平台自动跑 AI 检测"，是中文留学自媒体对官方表态的严重误读。
CA 平台保留了 2023 年以来的两项关键动作：
这里的"AI 风控"不是 CA 平台自动跑出来的，而是各院校独立判定：
结论：CA 平台给你一层底线保护（签署 + 调查权），但真正决定你生死的，是各院校自己的 AI 政策和他们的最终审阅。
基于 Fraud Policy 原文 + 多所大学公开声明，我们整理出一份分级清单：
不同学校对这部分的容忍度不同。Harvard 强调："You may seek guidance from others — but you may not have another source write your essays or other application materials." 布朗的表述也更严格。
如果经 CA 调查（被举报或主动发现）后被认定构成欺诈：
申诉通道是存在的：CA 在书面通知后给 10 个工作日提交书面陈述与佐证材料；14 个工作日内做出最终决定。但这是"补救"，不是"撤销"。
把红线和灰区用大白话抄在纸上贴在书桌前。关键不在规则本身，而在家庭共识。
AI 代写之所以诱人，根本原因在于孩子不知道如何"写自己"。可以借这个机会做"个人年表"——小学到现在 10 件对你影响最深的事，每件事 50 字以内。素材库越扎实，对 AI 的依赖就越低。
不管 AI 用得多熟，初稿是你的"风格证据链"起点。后续每改一稿，留档草稿。这既符合政策，也便于申诉。
平时写的随笔、读书笔记、作业、邮件——它们能在你被质疑"是否原创"时成为旁证。
既然 CA 自己不下场做检测，是不是就可以随便用 AI 了？
不是。 因为真正的"判官"是学校——学校可以独立审查、查询、撤销录取。Harvard 在申请诚信页面上写得很清楚："If we discover a misrepresentation in the admissions process, you will be denied admission. If you have already been admitted, your offer will typically be withdrawn."
这就意味着，CA 政策只是一条底线；学校自己可以画更严的红线。 27 Fall 的所有申请者，需要默认遵守的是所有名单院校中最严格的那个版本——而那个版本，几乎一定是禁止 AI 代写的。
文书这件事，终究不是 ChatGPT 的事，是自己的事。
