　　You should spend about 40 minutes on this task. Write about the following topic:

　　Some people think charity organizations should help people in great need, wherever they live. However, others think that they should concentrate on helping people in their own countries. Discuss both views and give your opinion.

　　Give reasons for your answer and include any relevant examples from your own knowledge or experience.

　　Write at least 250 words.

　　本题目最近一次出现是在2016年的8月20日，并且在笔者的题目类型中归类为“双边讨论”式，它很大程度上决定了文章的分段逻辑，包含开头+正方+反方+个人+总结的整体构成，也是现在作为结构上比较容易上手的。这类题目在雅思过去6年的考试中出现排名第二，题目体量第二的核心类型之一。看到这里以后，大家明白其实就题型来说，它真的属于那种正常的不能再正常的了。

　　然而，比起这简单的题型，话题的难度确实不容忽视。就单纯拿2019年的话题来看，慈善、犯罪、媒体、素质和性别是属于难度较大，出现概率较小的通识社会学话题。他们冷门，但是靠赌运气的考生肯定在考试中会出现翻车的情况，因此，即使自己不去亲自练习这些冷门话题，认真阅读解析和范文也是非常有必要的。

　　Nowadays, there are still many countries which live in poverty and  need help in any form available. Therefore, a question arises as to whether it is better to contribute to local charitable organizations or to participate in international aids.

　　It is reasonable for some people to argue that international assistance should be given to the local community directly because it can save international administration costs and donors would know clearly how the aid is distributed. Otherwise, chances are high that the aid would be appropriated by officials of the government or charitable organizations. Under such circumstances, people in real need of help would have no access to it. Unfortunately, this happens every year in many parts of the world, which is why people are cautious of granting aid to charity organizations.

　　On the other hand, reasons for donating aid to charity organizations are obvious. Assistance such as food, money, clothing, housing from home or abroad could be firstly allocated efficiently by charity organizations, then sent to the place which need relevant help. For example, One Foundation Charity Fund, sponsored by myriads of celebrities, aims to mobilize the power of the masses to promote and participate in philanthropy in China and worldwide. By comparison, donating directly to the local community would lack such a privilege of distributing resources reasonably.

　　Personally, I contend that charity organizations could perfect the distribution and supervision of the aid, so people in need of help should benefit of charity.
