2020年10月2日,加拿大移民部公布新的信息,将会允许更多的外国人入境,其中我们比较关心的是学生的入境的问题,在新政策里面提到从10月20号开始,只要留学生即将入学的学校是在加拿大各省或者地区政府的“COVID-19准备计划”中的教育机构, 学生即可入学。

在10月8日,加拿大移民部将会公布更加详细的解释和说明。

鉴于目前绝大多数的新学生仅仅是获得了第一步审理的原则批准函,还没有获得最终批准和贴签,正在上网课当中,如果中断网课改为去加拿大的课堂教学也需要时间和适应,未必有很多学生符合条件,也未必有太多的学生从中受益。

如果能从此加快公布签证申请的最终审理结果,加速贴签,入境条件中对于学习许可的批准日期不做限定,那么对一部分学生还是有积极的作用。

政策总是在更新中,对应逐步发展的情况,我们还是乐观估计加拿大将会有更多好的人性化的政策,提供给留学生。


新政策的简单翻译,仅供参考:

在这些强有力的保护措施到位的情况下,正在引入一些措施来支持更多的家庭团聚,出于人道主义的理由而入境以及一些国际学生的安全的逐步的入境。更具体地说,这些措施将为如下人员入境提供便利:

一些加拿大公民和加拿大永久居民的“大家庭成员”,包括与他们有至少一年恋爱关系的人及其受抚养子女,以及成年子女,孙子,兄弟姐妹和祖父母

在特定情况下,出于人道主义原因,外国人来加拿大探视(亲友),如果(亲友有)危及生命的疾病,重伤或死亡,有可能有限地隔离便于探视(亲友)

国际学生,从2020年10月20日开始,如果他们将入学的指定教育机构为其所在省或地区政府确定的具有“COVID19准备计划”的,则国际学生可以入境。

Government introduces new bordermeasures to protect Canadian public health, provides update on travelrestrictions

October 2, 2020—Ottawa—Immigration,Refugees and Citizenship Minister Marco E. L. Mendicino, Public Safety andEmergency Preparedness Minister Bill Blair and Health Minister Patty Hajdutoday announced that, in addition to the border restrictions that remain inplace, the Government of Canada is further strengthening the public healthpresence at the border and enhancing quarantine monitoring. The government isalso increasing the use of digital forms and processes to allow criticalinformation to be shared more quickly with provinces and territories. Inaddition, a process is being introduced to support enhanced familyreunification, including those in long-term exclusive relationships, international studentsand entry for compassionate reasons.

The government continues to enforce andstrengthen travel restrictions and border measures that have been in placesince March 2020. The mandatory quarantine measures, which require travellersto quarantine or isolate for 14 days immediately upon entry to Canada (unlessthey are expressly exempt), have been effective.

Every port of entry has 24/7 access toquarantine officer support through the Central Notification System. Thepresence of federal public health officers at the border is also being scaled upover the coming months to cover 36 ports of entry that account for 90% of alltraffic into Canada during normal operations. A total force of 190 publichealth officials will be deployed across the country by the end of the fiscalyear. To improve information-sharing, the Public Health Agency of Canada hasdeployed digital portals for travellers to share their critical information,including through the ArriveCAN app, so data can be transmitted to provincesand territories quickly and securely.

The government is also strengtheningcompliance and enforcement efforts. Currently, some 100 designated screeningofficers at a call centre make approximately 4,300 live calls and 3,500automated calls daily to travellers entering Canada, for a total of nearly 1 millioncontacts since March 2020. The Public Health Agency of Canada is working withService Canada to further increase these numbers.

These calls are followed up by lawenforcement if any individual cannot be reached, or if a traveller is suspectedof not complying with quarantine requirements. Law enforcement authorities,such as RCMP or provincial police officers, have full authority injurisdictions that have signed on to the Contraventions Act ticketing regime toissue fines of up to $1,000 and may ticket an individual again in the presenceof repeated instances of non-compliance, resulting in multiple fines. Where thenon-compliance is not addressed through a contraventions ticket, an individualcould face fines of up to $750,000 and up to 6 months in prison where chargesare laid for an offence under the Quarantine Act. Willfully or recklesslycontravening the Quarantine Act could also result in fines of up to $1 millionand 3 years’ imprisonment.

With these robust protections in place,processes are being introduced to support greater family reunification, entryfor compassionate reasons, and the safe and gradual entry of some international students.More specifically, these processes will provide for the entry of

· certain extended family members of Canadian citizens andCanadian permanent residents, including those in an exclusive datingrelationship of at least 1 year and their dependent children, as well as adultchildren, grandchildren, siblings and grandparents

· foreign nationals for compassionate reasons in specific circumstances,such as life-threatening illness, critical injury or death, with potentiallimited release from quarantine

· internationalstudents, starting October 20, 2020, if they will be attending a designatedlearning institution that has been identified by their provincial orterritorial government as having a COVID‑19 readiness plan in place

Detailed information on who may qualifyas an extended familymember and the process and requirements to be eligible to travel to andenter Canada will be available on the Immigration, Refugees and CitizenshipCanada website on October 8, 2020. There will be a robust process in place for extended family members,and each traveller will need to apply for and be issued an authorization before theycan travel to Canada.

Information on eligibility and theprocess for travel and entry to Canada for compassionate reasons will be available on October8, 2020, on the Public Health Agency of Canada’s website, canada.ca/coronavirus.

Travellers should not make any travelplans until they have met all requirements and obtained all necessaryauthorizations to qualify to come to Canada under the new rules.

The government’stop priority remains stemming the spread of COVID‑19 and protecting the health,safety and security of Canadians. These new measures will bolster theeffectiveness of Canada’s travel restrictions, while recognizing additionalspecific circumstances where a foreign national’s presence in Canada will bebeneficial and can be safely accommodated. These measures also build onrecently announced initiatives for those sponsoring their spouses to come toCanada.
