美研专业之MPA/MPP
公共管理专业研究各个政府公共部门以及非盈利组织的职责和功能，涉及政治学、动态组织学、公共政策、公共卫生、经济开发、人力资源管理、慈善、志愿服务、预算学、公共财政、信息技术以及社区分析等。
课程介绍
MPA核心课程主要包括：行政法学，管理心理学，行政管理学，公务员制度，财政学，行政职业能力测评，人力资源开发与管理，社会工作概论，劳动与社会保障，企业管理概论，社会学概论等。
课程设置具有以下三大特征：
1.面向高层管理所需的理论与实务并重的培训，改变一般研究型研究生课程以理论、描述和介绍性课程为主的课程设置，为学生提供发展领导才能的空间。
2.面向解决复杂社会问题的政策分析方法与技能，提供经过学院教育才能获得的定性、定量等专业的分析工具，让学生具备更高级的专业素养，具有更高层的能力素养，能掌握本专业的定性、定量的分析工具。
3.面向专业领域的专门化知识技能，每一位学生都有自己选择的专门化领域，以使其与公共管理和公共政策相关联。
MPA和MPP比较：二者是既有区别又有联系的。前者主要培养公共管理的领导人员，即领导团队，管理事务，执行政策等。主要的方向包括公共部门管理，非营利部门管理，公共财政与金融，国际发展等领域。而后者主要着眼于政策分析、制定与评估。为学生提供公共政策的基础理论和方法论、从地方到全球范围的公共政策现状以及社会政治、经济、文化、环境等各领域的政策，旨在培养学生运用政策工具、管理政策过程、实施政策分析的能力。
专业入学要求：
工作或实习经历：有些学校开设的MPA项目对工作经验要求相对较高。如Syracuse、Princeton，Harvard、CMU等。对于应届本科生来说，较长时间的政府或NGO相关实习经历显得尤为重要。另外根据学校要求，避开工作经验要求较高的项目也是更好的选择。一些MPP项目基本不要求工作经验，申请人可以考虑申请这些项目。
硬件条件：GPA，G/T分数。如果要申请前50的名校，建议GPA在3.3左右，前30要达到3.7左右。美国学校的MPA/MPP专业一般由专门的学院开设，有的也会开在社科学院 或者商学院下。因此，除了少数学校接受GMAT申请外，大部分学校是只接受GRE申请的。因此建议申请MPA专业的学生参加GRE考试。
专业背景：美国MPA专业是多学科理论为基础的综合性专业，对申请人的专业背景无太多要求。相反，美国学校偏好或者鼓励学生有丰富多样的背景经历。但是，如果在入学之前修过管理学、经济学、统计学的相关课程，在申请时是有比较优势的。
MPA/MPP的就业情况
职业发展：市政管理官员，财政和预算官员，政策分析员，人事管理，项目评估员，志愿者协调员，社区规划人员，经济开发协调员。
就业前景：地方、州、联邦政府机构，非营利的共同组织(各种协会、基金会、工会等)，思想库或咨询公司，公司企业的人事、行政部门是MPA就业的四个主要机构。一个优秀的公共管理专业学生会将课堂所学和实际工作经验相结合，并有自己的网络和人脉资源，国际背景的重要性将在未来公共管理事务上日益被强调。
录取情况：MPA/MPP这个专业在申请方面要求不是很高，曾经的一个学生，IBT96，GRE318，有政府实习，在校期间举办过多次活动，就是这样的一个普通的成绩却能申请到美国的Cornell大学。由此证明，申请MPA不是很难，只要材料规划得当。
此外，MPA/MPP专业在国外开设学校也比较多，申请到名校的几率比较大，主要是因为开设的学校比较多，硬件背景要求不是很高。大部分开设MPA/MPP专业的学校都对先修课没有过多的要求，喜好多元化背景的学生，但是开设在商学院下面的MPA及MPP比较少，一般都是政治关系学院或政府学院，如Kennedy School of Government等。
另外一点，需要申请者格外注意的是，MPA/MPP专业需要参加的考试方面，有的学校需要GRE，有的学校需要GMAT，这点在申请学校时一定要看清楚，如果网站上没有注明，就发信给学校小秘问一下。一般情况下MPA接受GMAT要比MPP专业接受多一些，MPP大部分学校比较倾向于接受GRE，申请时需要注意。

The MPA program at the Maxwell School of Citizenship and Public Affairs seeks to enhance knowledge and develop skills essential to careers in public service.
