Commenced in the Fall 2006, this is a self-financed programme for practitioners, educators, staff in NGOs, media, and government, and persons working for large international organisations which operate in Asian societies, or which deal with Asian development issues. Enrolled in Hong Kong's only programme in Development Studies, students could develop expertise on human rights, social movements, global institutions, policy-making, gender, ethnicity, labour and environment, as well as to build capacity to advocate policy changes and to implement development projects.
Featuring an innovative curriculum designed by leading scholars and practitioners, City University of Hong Kong’s Master’s of Development Studies allows students to:
- Critically engage major theories and debates in development studies
- Explore the political economy of Asia in a comparative perspective
- Gain practical training amenable to a variety of career paths
- Gain hands-on training in policy advocacy and analysis
- Examine social and political foundations of development in Asia

In keeping with the mission of the University, the College of Liberal Arts and Social Sciences (CLASS) actively pursues excellence in teaching, research and scholarly activities in humanities and social sciences, and places strong emphasis on development of the whole person through a well-rounded and broad-based professional education.
CLASS now contains eight academic units: Asian and International Studies; Chan Feng Men-ling Chan Shuk-lin English Language Centre; Chinese and History; English; Linguistics and Translation; Media and Communication; Public Policy; and Social and Behavioural Sciences.
CLASS programmes have been designed to meet Hong Kong society's rising demand for policy planners, urban managers, public administrators, human service practitioners, language educators, corporate communicators and professionals in the fields of media and communication. In addition to undergraduate and taught postgraduate programmes, the College also offers research degree programmes at MPhil and PhD levels.
The College has a robust research culture and a broad research agenda focusing on language, culture, communications, society, government, public administration, social policy, and human service intervention. Four College research centres of CLASS are: Centre for Communication Research, Centre for East Asian and Comparative Philosophy, Southeast Asia Research Centre and The Halliday Centre for Intelligent Applications of Language Studies. Academic staff members of the College come from all over the world. They constitute a highly versatile, dynamic and multidisciplinary team of scholars with strong international links and professional expertise.
