2020年4月加拿大CIC NEWS公布的解读文章https://www.cicnews.com/2020/04/international-students-now-eligible-for-pgwp-with-online-courses-0414082.html#gs.5lo4twThistemporary reform is yet another step taken by Canada to makeits immigration policies more flexible and avoid disrupting the plans ofimmigration clients during a period in which it is seeking to contain thespread of the coronavirus.Given that many courseswere forced to move online in accordance with coronavirus prevention measures, Immigration, Refugees and Citizenship Canada (IRCC)is allowing international students enrolled in these courses to be eligible fora PGWP.This also includesstudents who have a study permit, or who were approved for a program startingin May or June, but who are unable to travel to Canada amid travel restrictions.International studentsin this predicament can begin their classes while outside Canada and maycomplete up to half of their program while abroad if they cannot travel toCanada sooner.International studentswho were approved for a study permit after March 18 are currently not exemptfrom Canada’s travel ban, which is set to be in place until June 30.IRCC’s temporary reformwill be welcomed by the many international students who wish to eventuallytransition to permanent residence.According to a survey bythe Canadian Bureau for International Education, 60 per cent of Canada’sinternational students indicate this desire. Obtaining a PGWP is an importantstepping stone for such students as it enables them to gain the Canadianexperience they often need to become eligible for an economic class immigrationprogram.In 2018, one-quarter ofthe nearly 90,000 people who received an invitation to apply under ExpressEntry were former international students.
其实是为了应对目前的疫情，允许加拿大学校安排学生在线学习，这样可以灵活的处理当前的窘境，而且可以让学生继续学习，不至于浪费太多的时间，并且学生在加拿大上的网课等同于全日制的学习，高等教育的学生，并不影响今后的毕业后工作许可的申请。因为在申请毕业后工作许可的时候，在以前是经常要强调课程是全日制的，也就是说，不能有过多的网课，必须保持全日制的模式，现在出了这个灵活的政策，对于学生留在加拿大，继续上网课，完成相应的学习是非常有好处的，非常贴心的。另外，对于那些已经持有学习许可，但是人在加拿大以外或者对于那些已经被批准学习许可申请的学生，如果课程是在2020年5月和6月开学，那么这些学生可以根据学校的安排上网课，可以完成最多50%的课程。也就是说，这些学生已经被批准了学习许可的申请，只是因为当下的情况，无法入境加拿大，他们才有权利根据学校的安排去上网课。当然，前提是他们必须交了学费，而且学校可以将他们那内定为正式注册的学生，因为这些学生已经获得了通知书、交了学费押金、并且得到了学生签证和学习许可的批准信，几乎等同于入境了加拿大的国际学生。这是这些学生参加网课的必要条件。如果学生参加这样的课程，并且获得相应的成绩，是可以被等同为人在加拿大的全日制的学习的，这都是为了应对当下疫情的良好政策。还有一些学校，为了吸引国际学生，开展了一些免费的在线课程，无论学生是否获得签证或是否获得学习许可的批准信，都可以学习，这些与正常的作为国际学生所上的网课是完全不同的。加拿大的绝大多数的远程教育课程或者在线课程，是不对国际学生开放的。另外，学生学习加拿大的课程，主要的目的是为了将来的工作和移民的程序，那就要首先把自己作为一个国际学生的身份安排妥当，然后进行相应的学习，这样才是合理的方式。因此，我们还是希望学生能够尽快准备资料，尽快提交，因为，现在一个签证申请至少需要70天的时间，而且学生还需要办理体检、录指纹、贴签等相应的所有程序，时间会更长，因此尽快提交签证申请才是重要的解决办法。
